We expect an objective, full and comprehensive investigation into case of Gevorg Khachatryan’s death
20:00, December 28, 2015 | News, Own news | Armed ForcesWe hereby report that HCA Vanadzor is engaged in the case of conscript serviceman Gevorg Khachatryan’s death of a gunshot wound on November 28, 2015 at military unit N of RA NSS Frontier Troops. Artur Sakunts, Chairman of the Organization, and lawyer Tatevik Siradeghyan were involved in the initiated criminal proceedings as representatives of victim G. Khachatryan’s successor Hasmik Avetisyan by taking on protection of G. Khachatryan’s rights and legal interests.
Note that on November 29, 2015, the Garrison № 9 Investigation Department of General Military Investigative Department of the RA Investigative Committee initiated criminal proceedings under Article 110(1) (causing somebody to commit suicide) of the RA Criminal Code. Under preliminary investigation, charges were brought against the persons below: Captain Mher Voskanyan, head of the frontier post (under Article 364.1(2), Article 375(1) and Article 360(2) of the RA Criminal Code); Hovik Kalashyan, non-commissioned officer and frontier post senior (Article 364.1(1) and Article 375(1) of the RA Criminal Code) and conscript serviceman Harutyun Muradyan (Article 364.1(1), Article 359(1) and Article 360(1) of the RA Criminal Code).
The preliminary investigation under the criminal proceedings is in progress and we hope for an objective, full and comprehensive investigation to reveal all the circumstances and persons guilty of G. Khachatryan’s death since only then it will be possible to achieve justice and restore social justice. At the same time, we have to note with regret that G. Khachatryan’s death and the preliminary investigation findings available come to show that the causes leading to violations of rights in the armed forces and particularly in the frontier troops have not been reduced yet and the officers often lack sufficient training to ensure proper execution of official duties, and this leads to death of servicemen conscripted to defend their homeland.
