Further investigative actions to be taken on the case of Anzor Karapetyan who died at ‘Armavir’ penitentiary
18:44, October 28, 2016 | News, Own news | Detention FacilitiesAs reported before, the forensic psychological examination opinion received 9 months after Anzor Karapetyan’s death at ‘Armavir’ penitentiary on January 4, 2016 stated that his individual psychological qualities might not have affected his behavior in a way that would lead to a suicide.
The expert added that the lack of relevant data made it impossible to diagnose A. Karapetyan’s state of mind in the period before the suicide and at the same time expressed his opinion that A. Karapetyan was probably in a tense state.
Upon getting familiar with the expert opinion above, Ani Chatinyan, lawyer at HCA Vanadzor and representative of Anzor Karapetyan’s successor, considering the circumstances mentioned therein, submitted a motion to the investigating agency on further investigative and procedural actions to find out which measures were taken at the penitentiary facilities to ensure Anzor Karapetyan’s security, protect his life and health and create proper conditions for his personal and cultural, educational and spiritual development as well as to find out whether any social, psychological and legal work was carried out with him or not.
The response letter of Armavir marz (region) Investigation Department of RA Investigative Committee of September 29, 2016 stated that on September 14, 2016 the suspended proceedings were resumed and the motion above was admitted to consideration.
