Special Investigation Service encourages NA Deputy calls for beheading and rape
19:57, June 29, 2015 | News, Own newsToday, on June 29, 2015, the HCA Vanadzor received the RA SIS Investigation Department for Torture and Crimes against the Person Deputy Head V. Avetisyan’s decree on not initiating criminal proceedings for absence of corpus delicti in the action of NA Deputy Arakel Movsisyan.
The SIS Department Deputy Head found that “/…/ the National Assembly Deputy’s statement above transmitted by the media constituted no real threats of murder or serious damage to health, and there were no real risks of carrying out such threats; therefore, there are no grounds, i.e. no factual data pointing to either a committed or an imminent crime, for initiating criminal proceedings / … /”.
Thus, the logic behind this SIS Decree suggests that any RA citizen may announce by the mass media his/her intention to behead and rape the officials violating human rights.
