4 citizens and no responsible officials fined; the waste management issue in Vanadzor

This is the information that Vanadzor Mayor Mamikon Aslanyan provided in response to the inquiry by Helsinki Citizens’ Assembly Vanadzor Office.
On February 8, 2018 we inquired from the mayor of Vanadzor which organizations are managing waste in Vanadzor and whether administrative liability was applied against any person under Article 43.1 of the RA Code on Administrative Offenses from 2016 up to this day.
It should be noted that Article 43.1 of the Code prescribes administrative liability against persons dumping garbage in not designated areas as well as against responsible officials failing to organize the timely implementation of waste management. During this entire period, publications have been made in the mass media regularly, indicating the insufficient level of waste management as well as piles of garbage in different parts of the city. Despite this, during the period from January 1, 2016 to February 8, 2018, administrative liability was applied against 4 citizens for dumping construction waste in not designated areas.
In accordance with the response of the mayor, the waste management in Vanadzor is conducted by 4 organizations according to zones – Live LLC, Pagami LLC, Vanadzor Sanitary Cleaning OJSC and E. Edaryan LLC.
As can be seen from the response of the mayor, in 2016-2017 no administrative liability was applied against any officials or organizations implementing waste management for failing to organize the timely implementation of waste management.
