5 months after being drafted, the conscript was granted an early discharge due to health deterioration

On June 14, 2017 the RA MoD Central Medical Committee (CMC) recognized A. M. as fit for military service with certain limitations in spite of the fact that prior to this he was diagnosed with a disorder similar to neurosis and an asthenoneurotic syndrome and was therefore granted a deferment twice for the purpose of treatment. And when being drafted on July 26, 2017, right during the drawing of lots right at the Republican Recruiting Point, his state of health deteriorated sharply, and he was transferred to the Psychiatric Department of the Garrison Military Hospital in Yerevan.
Throughout the subsequent five months of military service, A. M. continuously felt unwell.
On July 25, 2017 his mother turned to HCA Vanadzor to defend her son’s rights.
According to the medical documents and the anamnestic information that the serviceman had before being drafted, he had a number of health problems, including hereditary ones. The conscript had self-harm scars, a post-burn scar that was formed when he was 9 and had problems connected with mental health. Since 2011 he has been registered at the Republican Pediatric Neurological Dispensary and has been under dispensary observation, receiving medication continuously. However, the treatment was ineffective, and he was advised to remain under long-term dispensary observation. According to the serviceman’s parent, her son posed a danger to his environment as well as himself.
On August 8, 2017 HCA Vanadzor turned to the RA Minister of Defense with the request to solve the serviceman’s health problems and review the legitimacy of his being drafted. On September 1, 2017 the chief of the RA Defense Minister’s staff informed that A. M. had been examined in accordance with the requirements of Order N 410 of the RA Minister of Defense, and that the conscription into compulsory military service had been carried out in accordance with the requirements of the RA Law on Conscription and Order N 410 of the RA Defense Minister; hence, A. M. had been recognized as fit for military service with certain restrictions and drafted for military service.
Nevertheless, 5 months after being drafted, in January 2018 the conscript was discharged early owing to the deteriorated state of health.
