Helsinki Citizens’ Assembly Vanadzor received a letter from a user nicknamed ‘Ankax Lragrox’, which reads as follows:

“Hi, to invite the attention of our society to the inappropriate conduct of another official of the state administration of Armenia and finally to counter the pompous statements of our officials in charge of the regulation of the behavior of officials engaged in public administration, I impart to you as a force covering  objective news and fighting for justice and against corruption the information below hoping that it will be covered in a fair and objective way and the officials responsible will finally “take measures.

H. Baghdasaryan, Deputy Prosecutor of the Public Prosecutor’s Office of Tavush marz (region) had so much fun and abused so much alcohol that on May 21, 2016 at one of the restaurants adjacent to Dilijan-Ijevan highway, that has an artificial lake from the side of the road, found herself drunk in the lake in her Nissan Teana car, license plates: 01 OP 077. The shameful thing about this is not only that in her capacity of an official, she drove her car drunk but also that the prosecutor, being a female, abuses alcohol and refuses the medical aid offered by the ambulance that arrived at the scene in broad daylight and after all given the tense border situation, she was having fun with the first persons who came along, and the numerous passers-by on the road were laughing and telling each other, ‘And here is our drunkard prosecutor; so what else can be said about this country”.

Also, other interesting details became known, particularly that the banquet of May 21, 2016 was held at the newly-opened restaurant called ‘Voske dzknik’ (‘Golden Fish’). By invitation of A. Marukhyan, Prosecutor of Tavush marz, Tavush marz hosted for the so-called treat the prosecutors of the Department Responsible for Supervision of Preliminary Investigation and Investigation of the RA Prosecutor General’s Office, including prosecutor Mamikon Martirosyan who is portrayed in the photo at the front of the car in the lake trying to drag out the car from the lake. The banquet was also attended by the prosecutors of the Department for Combat against Corruption and Illegal Deforestation of the RA Prosecutor General’s Office, the Prosecutor of Tavush marz (region) and his deputy Haykush Baghdasaryan. Ironically, the banquet was held by Suren Manukyan, Head of Ijevan Forestry, who also used his powers and means to call a GAZ 66 vehicle to the scene to drag the car out of the lake, and currently the Head of the Forestry has the prosecutor’s Nissan Teana car that fell into the lake repaired at his own expense by the craftsmen of Ijevan. The vicious and filthy thing about all this is that the prosecutors combating illegal deforestation and corruption have fun with the head of the forestry and then our officials, including the Prosecutor General’s Office, speak about fighting against corruption, detecting deforestation, especially given that the state funds are limited, and the state officials have feast and fun with each other and “fight” deforestation and corruption in this way. And that’s not all, it also turns out that no competent agency addressed this incident. Being a female and a high official, Haykush Baghdasaryan drove the car drunk, and Vahe Ghalumyan, manager of the restaurant, in red T-shirt in the photo and Armen Marukhyan, Prosecutor of Tavush marz standing with his hands in the pockets next to him in the picture, followed how the car was dragged out of the lake. The question is what do our competent agencies do? Why does the Prosecutor of the marz above allow his deputy to drive drunk and why does the high-ranking official drive drunk and do the prosecutors fight against illegal deforestation in this way by attending a banquet held by the head of the forestry? No competent agency has addressed the issue so far, as if they are all asleep; this is our bitter truth, as they say, if we fight illegalities through such illegal prosecutors so what else should ordinary citizens expect from such officials? How should ordinary citizens trust justice….?”

Helsinki Citizens’ Assembly Vanadzor requires that the RA Prosecutor General’s Office investigates the information in the letter above and the officials mentioned are brought to responsibility.
