A convict uncovers a corruption scheme in the penitentiary

The mobile phones had been bouht through A. Shamiryan’s relatives and friends and brought to “Hrazdan” penitentiary with the support of the the assistant of the routine officer Samvel Babayan those were sold to the convicts and detainees of “Hrazdan” penitentiary and the money benefited from the sale was transferred to S. Babayan who according to the agreement should had shared half of the profit with convict A. Shamiryan.
- Babayan violated this agreement. Moreover, A. Shamiryan had been transferred from “Hrazdan” to “Nubarashen” penitentiary not to request anything from SamvelBabayan “Hrazdan” penitentiary with the support of the the assistant of the routine officer. But surprisingly A. Shamiryan who is in Nubarashen Penitentiary decided to inform RA National Security Serivces about the realization of mobile phones in “Hrazdan” penitentiary with the support and supervision of the assistant of the routine officer Samvel Babayan. More surprisingly, RA NSS readdressed the convict’s letter to the RA MJ pentitentiary administration head for future solutions.
What is noteworthy, is that the issue is about realization scale is 5 million AMD. The future solution was as follows: at around 19:00-20:00pm on 3-4 November, 2014, according to the information provided by A. Shamiryan, Egor Hakobyan an operative of RA MJ Nubarashen penitentiary invited him to his office and threatened not to complain and take the letter back. A. Shamiryan’s family members were also threatened.
Influenced by the threats A. Shamiryan decided to take the letter back. But he presented a letter again on November 6, 2014 this time to Vanadzor office informing about the crime and the threats. On November 11, 2014, HCA Vanadzor sent a letter to RA General Prosecutor Gevorg Kostanyan about the illegal activities of the public officials. Hopefully, this time RA General Prosecutor will not readdress the letter to the Head of Nubarashen penitentiary.
This is one of the rare cases when the convict himself informs about corruption in penitentiary someone who was involved and used in crime by the the assistant of the routine officer. This is the case, when instead of using the information about the crime case and taking immediate action based on legal foundations to secure the asset and identify the crime RA NSS covered the crime.
With this publication we speak of information provided by A. Shamiryan and inform the public officials about the crime performed and we believe that RA NSS, Penitentiary Administration and RA General Prosecution Office should be very active in discovering the crime ensuring security for A. Shamiryan.
Meanwhile, if an “unfortunate” incident or accident happens to A. Shamiryan or his family members, relatives or friends we can consider it a state sponsorship to conceal corruption crime.
