Extradition of Permyakov to RA Law Enforcement Bodies Was Not on the Agenda of Vanadzor City Council’s Extra Session
13:32, January 26, 2015 | News, Own newsToday, the Vanadzor City Hall hosted an extra City Council session. There was only one issue on the agenda of the session, irrelevant to either the atrocity of Gyumri or extraditing Permyakov to the RA law enforcement agencies.
Before discussion the agenda item, the participants, at the initiative of the mayor, honored the victims with a one-minute silence.
Upon discussing the agenda item, S. Darbinyan announced the session to be closed. However, Gayane Kalantaryan, a city council member in her statement first noted that when responding to the appeal by the Initiative Group addressed to the City Council, she expressed only her own opinion rather than that of the entire City Council. She also noted that no NGO had submitted any written proposal to the City Council to deliver a message.
Artur Sakunts, Chairman of the HCA Vanadzor, informed the City Council members that on January 23, 2015, the HCA Vanadzor submitted a letter to the City Hall of Vanadzor addressing it to the mayor and City Council members and demanding to call an extra session and come up with a message.
In response to the demand concerning the message, S. Darbinyan, mayor of Vanadzor, noted that if it were necessary, the RA law enforcement agencies would assign the City Council to come up with such a message. However, it should be noted that according to the RA Law on Local Government, the RA law enforcement agencies are not competent to give any assignments to the local government bodies.
Gagik Simonyan, Staff Secretary of Vanadzor Municipality, read out the letter of the HCA Vanadzor and noted that the Council members familiarized themselves with it only on that date, and also, there was no ready message and no extra session might be called for its discussion.
