On February 18, 2013, HCA Vanadzor office is conducting observation mission on the voting day of RA Presidential Elections. As of 12:00 p. m.  the Organization has recorded that in some of the election precincts voting secrecy is violated, ballot stuffing is accomplished, voters are directed to polling stations, cases of open propaganda are being carried out and etc. All of the recorded violations are implemented by the supporting team members of presidential candidate Serzh Sargsyan.

Hence:

Distribution of Election Bribes

1. At 09:30 a.m. an overcrowding of already voted citizens near a car of 21ՏՍ 880 state license number in the vicinity of #30 Kindergarten/ located at Shinararneri 91, Vanadzor city/ was recorded by the Organization observers. The voters had obvious expectations from people inside that car.
2. As of 11:30 a.m. 1 case of election bribe distribution was recorded in the area of 29/25 precinct.

Ballot stuffing

1. At 09:30 a.m. HCA Vanadzor observer witnessed ballot stuffing at #31/05 precinct.
2. At 10:58 a.m.  HCA Vanadzor observer recorded  ballot stuffing at #32/05 precinct
3. At 10:00 a.m. the observer recorded signed ballot stuffing into the ballot box at # 32/14  polling station. Moreover, the Organization observer got a phone call from CEC and received a reprimand for reporting on ballot stuffing.

Ensuring of Voting Secrecy

1. As of 10:00 a.m. 6 cases of open voting were recorded at # 32/14 precinct
2. The arrangement of voting booths doesn’t ensure secrecy of voting at #31/02 precinct.
3. After casting his ballot, an elderly man looked at the Commission members and said, “I have voted Serzh” at # 32/56 precinct.
4. A Commission member at # 32/56 precinct told an elderly man, “Even if you don’t see well, it is an easy surname, a very popular one, you’ll find it easily”.

Impeding freedom of expression of voters’ will /cases of directing voters

1. Avetik Abazyan, Serzh Sargsyan’s proxy at # 29/21 precinct approached the voters and conversed with them prior to voting and later after casting ballots he again approached his co-villagers and talked with them. After the voters had left the precinct, the proxy made a note in his list.
2.  Head of Housing Maintenance Office sitting outside of  the # 30/34 precinct was incessantly directing voters.
3. Voters were also directed at # 29/27 precinct.
4. 2 citizens at # 41/23 precinct approached those who were seraching their names in the voters’ list outside and urged them to vote in favor of Serzh Sargsyan.
5. Cars with the following state license numbers 34VU357,  32ՏTO 848, 64 ԼՏ 664, 29/25 23 ԼՏ 137 were transporting citizens to # 29/25 precinct.
6. Serzh Sargsyan’s proxy at #29/08 was contatnly going out as if looking through the voters’ list attached outside and was returning to the precicnt with voters.
7. A car with 28LT099 state number was transporting citizens to # 29/31 precinct.
8. A minivan with 0449 Լ state number was transporting citizens to # 30/02 precinct.
9. There were group assemblies in the vicinity of # 29/07 precicnt and the voters were being transported to the precinct by cars.  

 Presence of unauthorized persons at precinct center 

As of 09:30 a.m. 3 proxies of Serzh Sargsyan were present at # 29/27 precinct /officially only 1 of them was registered/.

1. 2 proxies of Serzh Sargsyan /Artak Simonyan, Hovhannes Melkonyan/ were simultaneously present at #32/34 precinct.
2. At 11:40 a.m. an unauthorized person, who was photographing voters inside the precicnt, was present  at # 30/22 precinct.

Other Violations of Voting Order

1. 2 different voters at # 32/56 precinct were aided to cast their ballots, but their data were not registered.
2. A citizen arrived at the precinct center, approached the Commission Chairman and told that a person with special needs was waiting for him inside the car parked out who couldn’t enter the precinct center. The Chairman gave a ballot to the latter who left the precicnt, got into the car, later he returned and handed in the ballot.  / car state license number 33 ԼՏ 609/

Campaigns at precincts

1. As of 10:00 a.m. Serzh Sargsyan’s proxy strolled around wearing a “Safe Armenia” scarf at # 32/14 precinct.

Pressures at precincts

1. The Commission members exerted pressures against the proxy of “Heritage” party at 30/01precicnt.

Overcrowding at precincts

1. The number of voters at # 41/19 precinct often exceeded the allowed number of 15.

Other Violations

1. At # 30/34 precinct a citizen notified that his grandson had left his registration address but still there were his data in the list.
2. The observers from “The Choice of Yours” organization entered into # 41/09 precicnt every one hour, verified the number of voters and reported them to the Police.
3. At 41/12 precinct  the Police required voters’ participation statistics but tried to keep it confidential from the observers
4. At 29/08 precinct someone had signed on part of voter Samvel Petrosyan.
