Life of Arkadi Kochinyan charged on preparing Don Pippo’s attempted murder is endangered

Later Arkadi Kochinyan was detained under the initiated criminal proceedings on charges of preparing the attempted murder.
Some days ago, HCA Vanadzor got an alert that Arkadi Kochinyan kept at ‘Nubarashen’ penitentiary facilities, was moved from the safest area of the penitentiary to another area where his life and health were highly endangered.
This information was also reported by armlur.am news website in its publication entitled: ‘Person detained on Don Pippo’s case was moved to another place; where is he now?’ The publication states that Arkadi Kochiniyan was moved from the isolation cell to a mass cell. Before, to prevent such transfer, the detainee went on hunger strike.
Based on the received information, on October 6, 2017 HCA Vanadzor sent a letter to the RA Minister of Justice Davit Harutyunyan on taking immediate steps to protect Arkadi Kochinyan’s life and health and ensure his safety.
The RA Ministry of Justice has not replied yet but Arkadi Kochinyan’s parents alerted HCA Vanadzor of the same problem for the second time. They reported that he was in a bad condition and his life and health were in danger and even hours might matter.
Note that a few days ago, the Public Observers’ Group conducting Public Monitoring at the Penitentiary Facilities and Institutions of RA MoJ were not allowed to meet Arkadi Kochinyan on the pretext that the investigator made a decision to restrict his visits.
HCA Vanadzor demands to take immediate steps to ensure the safety of Arkadi Kochinyan detained at ‘Nubarashen’ penitentiary facilities.
If Arkadi Kochinyan is killed or commits a suicide or self-injury or if any such attempts are committed, the full responsibility will be borne by the RA Ministry of Justice, RA MoJ Penitentiary Department and administration of ‘Nubarashen’ penitentiary facilities.
