Not all of those guilty in the death of soldier Hayk Khachatryan , who died of chicken-pox, have been punished
06:18, February 3, 2014 | News, Other news | Rights of Soldiers/Recruits | Armed ForcesWhile studying certain cases of murders occurring the army, advocates are faced with one issue: the aggrieved party is denied the chance to get acquainted with the majority of the criminal case materials, with only after the preliminary investigation having access to them. Today at a meeting with journalists advocate Mushegh Shushanyan mentioned that in case of certain murder cases, false versions are bought up, sometimes the testimonies in the court and during the preliminary investigation sometimes contradict. According to Shushanyan, it is necessary to reveal the existing murders in order to avoid such cases.
The advocate also addressed the criminal case filed over the death fact of private, 19-year-old Hayk Khachatryan, who died of chickenpox in “Nork” hospital for infectious diseases in 2011. Hayk had been previously placed at central military hospital and only one day before his death he was moved to the hospital for infectious diseases in a life-threatening state. The fact that the soldier died of chickenpox casts no doubt that the issue is something else, according to the advocate.
“We are convinced and claim that not all of the perpetrators have been subjected to responsibility, while graver charges should be brought up against the 2 defendants. By the way, it is apparent from the criminal case that due to the arbitrary order of some officer, Hayk Khachatryan was on duty during December for 16 hours incessantly without rest, after which he developed issues related with the front jaw and was moved to the military hospital. No investigation was carried out directed either at the revelation of the officer’s identity or subjecting the perpetrators to criminal liability at this point, therefore, one of our demands is also to reveal it, so that the officer and officers are subjected to liability”, he stated.
By the words of the advocate, the causal link is present and evident. If they had not made him stand outside in the cold for 16 hours, no front jaw inflammation would have occurred and would not be placed at the hospital, therefore, would not be infected with chickenpox.
