Promulgation of verdict over the case of being subjected to psychological pressures in the MoD

On February 15 of 2013 H. Ghazaryan applied to Helsinki Citizens’ Assembly Vanadzor.
The latter revealed that the former husband of his daughter G. Ghazaryan and his family had exerted a moral violation against him and had fraudulently appropriated his entire property.
According to H. Ghazaryan, G. Ghazaryan’s former husband is a contract soldier in the peacekeeping troops and his father is a colonel. By his words, the family is in friendly relationship with Yuri Khachaturov, head of General Headquarters of the RA Armed Forces.
In September and July of 2012 H. Ghazaryan sent out letters to the RA Defense Minister Seyran Ohanyan and Yuri Khachaturov, while in November of 2012 Major-General Brutyan called from the RA Armed Forces for some clarifications regarding the letters and invited H. Ghazaryan’s daughter to see him on November 5.
On November 5 of 2012 H. Ghazaryan escorted his daughter to the RA Ministry of Defense, where A. Brutyan told G. Ghazaryan, “Everything will end in blood, if you want to resolve everything via law, your problems will get solved by law downstairs”. G. Ghazaryan was also subjected to psychological pressures.
On March 5, 2013 a report on crime was submitted by Helsinki citizens’ Assembly Vanadzor, but a decision to refuse filing a criminal case was reached by the SIC interrogator of 4th GarrisonInvestigation Department of the RA MoD Investigative Service.
The decision has been appealed to the RA Military Prosecutor G. Kostanyan, but it was declined. HCA Vanadzor has appealed the decision to the court.
