Statement of HCA Vanadzor regarding Servicemen’s Health State

On December 26, 2012, Sevak Rafiki Tomoyan conscripted to the RA Armed Forces from Lori region Akori village has undergone medical examinations for several times in Alaveri Commissariat during conscription by the Republican Conscription Committee.
Still in his childhood he had a number of health issues: nasal fracture, which continuously complicated the breathing, shortness of breath, headaches, pressure fluctuations, resulting in constant nose bleeding, Sevak Tomoyan was declared as fit for non-combatant service. The latter undertook military service in # 36534 military unit of Martuni in NKR. On the military service oath day on January 31, 2013, he was taken to the medical unit for health related issues, high fever in particular. Medical examination revealed he was sick with chicken-pox and on the same day he was transported to Khojalu Hospital in a fatal state, where he received a 14-day treatment and returned to the military unit. This time also pressure fluctuations continued in the military unit leading to loss of consciousness and nose bleeding.
Neglecting the serviceman’s health state, after 21 days he was sent on shift in the military unit, however, being caught in the rain, his fever radically ran high and almost unconscious he was taken to Martuni Hospital. According to serviceman’s mother Siranuysh Tomoyan, unable to provide adequate medical care for 4-5 days, he was transported to Stepanakert Hospital where he already lost his consciousness in the intensive care unit and with the help of nasal cannula he was taken to Muratsan Hospital on the verge of death. As a result of medical examination, he was diagnosed with double-sided pneumonia, there was fluid in the left lung cavity causing further complications. On March 13, 2013, he underwent a surgery and chest drain was inserted in his left lung cavity continuing drug treatment. After staying a few days in the intensive care unit the treatment was continued, while on April 15 of the same year the serviceman was sent for mother care. On May 2, he was re-placed in Muratsan Hospital, from where he had been discharged 2 days before, but he wasn’t moved to the military unit as a result of his mother’s letter addressed to the RA Defence Minister.
Currently placed in Muratsan Hospital, Sevak Tomoyan doesn’t receive any treatment but he complains of general weakness and hard respiration.
Based on the aforementioned, HCA Vanadzor considers the RA Ministry of Defence as the main responsible in the aggravation of S. Tomoyan’s health state and believes that no proper medical examination has been conducted to recognize S. Tomoyan fit for military service.
Taking into account the regular aggravation of the serviceman’s health condition and his actual unfitness for military service, we claim to urgently demobilize S. Tomoyan and ensure the latter’s treatment at the expense of the RA Ministry of Defence.
