The serviceman drafted with health issues in January 2018 was declared unfit for military service and was discharged in June

K., who was drafted with mental health issues and nocturnal enuresis in January 2018 and right from the day following the conscription was hospitalized due to the flu and then pneumonia, was declared unfit for military service with the support of HCA Vanadzor and was discharged.
On the basis of S. K.’s sister’s alert, HCA Vanadzor applied to the RA Minister of Defense on March 29, 2018, when the serviceman had already inflicted self-harm twice in Stepanakert Hospital and then in Stepanakert Psychiatric Hospital and had been transferred to the Department of Psychiatry of the Garrison Military Hospital in Yerevan.
His sister informed HCA Vanadzor that the health issues that her brother had were obvious during the examinations preceding the conscription; however, they were not taken into account and now he was in a difficult psychological state.
HCA Vanadzor applied to then-Minister of Defense V. Sargsyan with regard to the issue of carrying out examinations aimed at identifying the serviceman’s health issues and reviewing the legitimacy of his fitness for military service. In addition, the Organization requested information on the conducted examinations and their results.
G. Hayrapetyan, Chief of Staff of the Ministry of Defense, responded to the note nearly two months later, on May 23, 2018, and provided disjointed information on the issues raised. He mentioned in particular that on May 11, 2018, the serviceman’s treatment was extended for 15 days on the basis of the examination of the MoD Central Military Medical Commission. The other questions were not addressed.
The inquiry submitted by HCA Vanadzor advocate S. Soghomonyan on April 6, 2018 was left unanswered.
With regard to the answers that were not provided, HCA Vanadzor applied to D. Tonoyan, the current Minister of Defense, on May 17, 2018.
In a note dated July 11, 2018, the Ministry of Defense informed that S. K. had been declared unfit for military service and was discharged from the Department of Psychiatry of the Garrison Military Hospital in Yerevan.
