The Ethics Committee on High-rank Officials has confirmed the application of HCA Vanadzor Chairman Artur Sakunts regarding the breach of ethics rules of high-rank officials.

The Committee proposed that via clear and unambiguous text Vanadzor Mayor Samvel Darbinyan should make a public apology to those who were insulted by his statement and post the aforementioned text on the official Vanadzor Municipality website.

It is worth noting that on February 21, 2013 Vanadzor Mayor, being a RPA member, disseminated an article headlined “It wasn’t the defeat of our leader but it was due to the unconsciousness of our people: Vanadzor’s Mayor” via “Hetq” electronic periodical where he explained RPA leader Serzh Sargsyan’s defeat in Vanadzor noting, “It wasn’t the defeat of our leader but it was due to the unconscious state of our people, since they don’t fully comprehend what they do.” And to the journalist’s question whether perhaps there were gaps within RPA local structures during the pre-election campaign and on the voting day, Vanadzor community leader answered, “No, everything went normal, it is merely that the people don’t understand what they should do to run a better life. They want to constantly begin all from zero and by starting from zero, they end up with +1”.

It should be noted that in the explanation provided to the Ethics Committee on High-rank Officials, Vanadzor Mayor Samvel Darbinyan stated that to the question posed by the journalist he inappropriately used the term “unconscious” but not at all intending to insult the dignity of anyone and especially that of the some of the public representative.

Vanadzor Mayor hasn’t yet come up with a statement.
