Violations Registered by the Observers of HCA Vanadzor Office
09:17, May 6, 2012 | Press Release | Electoral RightsOn May 6, 2012 while implementing observation of the parliamentary elections, the Helsinki Citizens Assembly Vanadzor Office registered a number of violations, namely:
- In 7/02 polling station of Malatia-Sebastia Community of Yerevan, the head of the commission did not allow the observer of Helsinki Citizens’ Assembly Vanadzor Office to participate in the session of the commission. He reasoned it by saying that Point 1 of Local Observer Certificate of the RA National Assembly given by the RA Central Electoral Commission says that the observer does not have the right to be present at the session of the electoral commission. The organization filed a note to the RA Central Electoral Commission immediately, and following notification, the observer was allowed to be present at the session.
- 7/02 polling station of Malatia-Sebastia Community of Yerevan is located on the first floor and the voting booths were located in front of the windows which violates voting secrecy. After interference by the observer of the organization, the violation was eliminated.
- In the 7/35 polling station of Malatia-Sebastia Community of Yerevan the voting room is not sufficiently illuminated; however , after the observer’s interference, additional lamps were installed.
- In 30/36 polling station of Vanadzor, the voting booth is located so that it will not ensure the voter’s right to secrecy as prescribed by law.
- In 30/33, 30/36, 29/03 polling stations the picture of the RA president Serzh Sargsyan was placed in the voting room.
- In 30/22 polling station, a booklet holding “Forward Armenia” is posted in the voting room. By demand of the observer, the violation was eliminated.
- In 30/37, 7/09 polling stations, 2 voters cast ballots in the same voting booth.
- In 30/37 polling station, there also were gatherings. The minibus N 5 of Vanadzor transported the citizens to the polling station 3 times.
The observers of HCA Vanadzor Office record that in 30/07, 30/22, 31/05, 35/39, 30/37, 33/77, 29/3 polling stations of Vanadzor a stamp was put in a voter’s passport and vanished about 15 minutes later.
The organization implements observation mission in Vanadzor, Yerevan, Ijevan and Gyumri.
