Will Kostanyan file a criminal case against Piloyan?

As promised, newly appointed and young General Prosecutor Gevorg Kostanyan has already for 2 days undertaken the staff changes upon taking his office. At first glance, Kostanyan has started a “cleanup” in the prosecutorial system by eliminating the system symbols from the lair of illegalities. Yesterday Deputy General Prosecutor of the RA Mnatsakan Sargsyan and Chief of department on corruption and organized crimes of the RA General Prosecutor’s office Koryun Piloyan were dismissed from office, people who were not only the symbols of the system but those of the ruling system. Specifcally, Koryun Piloyan, who was labeled by relevant circle of people as corruption “papa” of Armenia.
Today rumors were also spread regarding the dismissal of notorious judges of Yerevan and a number of regions, which according to some people, will become a turning point for more transparent and unbiased activities of the system. Whereas, according to human rights antagonist Artur Sakunts, those staff changes are merely a process of system adaptation to Gevorg Kostanyan’s “personal approaches”. “I have already expressed my skepticism regarding those personal approaches, since prior to being appointed in the position of the Prosecutor General, Gevorg Kostanyan never showed in any way that his activities emanated from the interests of justice. Thus, these changes can be overall described as changes of team composition”. Does the fact that Kostanyan eliminates those with a more corrupted reputation instill hope that, nevertheless, the latter is going to undertake a new working style by reminding the human rights activists about the principle of “selective justice” functioning in our country? “You know that selective justice exists in Armenia and within the frames of such justice insiders are protected, while outsiders are punished by law to its fullest severity. Kostanyan merely creates a team of his supporters, who will become the subsequent untouchables”, states Sakunts and points out that the ones “to leave” are Aghvan Hovsepyan’s supporters. To the question whether Kostanyan alone takes his decisions, the human rights activist replied, “The gist of political decisions is who will be the prosecutor general, the remaining changes to be made in the system are already to be decided by the prosecutor general, I don’t think Kostanyan will not receive phone calls, we were informed that, for instance, the son of Gagik Harutyunyan, Chairman of the RA Constitutional Court, was appointed as the Chief of the Department, there are also other names. Thus, it will be naïve of us to assume that by the elimination of such people, Kostanyan implements justice, otherwise, he should have lodged a criminal case against Piloyan to protect March 1 shameful proceedings and accusations, but will he do it? However, we don’t see it yet, so it means Piloyan should be more than happy.”
