HCA Vanadzor got a signal: deputy headmaster of Vanadzor High School № 11 is form master of 2 forms

Below is the full text of the application:
“Dear Mr. Sakunts,
We, deputy headmasters of several schools in the city, hereby apply to you. First, we apologize for not introducing ourselves for quite clear reasons.
In early September, we sent a similar letter to Mr. L. Mkrtchyan, Minister of Education and Science, and to our surprise, nothing changed. We also sent a letter to Mr. Muradyan, Assistant to the Prime Minister on Education and Science but no relevant steps were taken.
We hereby apply to you with a great expectation that you will raise the issue before the competent agencies.
The issue consists in the following.
At the end of the academic year 2015-2016, we attended the “Last Bell” event at Vanadzor High School № 11.
As the master of the ceremony presented the 12th form students, (s)he invited them with their form masters to the school yard.
We were very surprised to see that the students of the 12th Russian humanitarian form and 12th Russian natural science form were presented with their form master Natalya Nalbandyan /patronymic: Alexander/.
The matter is that this person is deputy headmaster on educational issues of high school № 11.
Under the effective law, no deputy headmaster shall be entitled to have more academic hours than prescribed by law (and the more so fulfill the functions of a form master and of 2 forms).
Surprised, we asked the school teachers and learnt that for years N. Nalbandyan had been a form master and had more academic hours than prescribed by law. We found out that her academic hours and form mastering were recorded in the names of other teachers and the students are warned to give the names of those teachers during checks.
Thus, N. Nalbandyan abuses her official position and falsifies public documents (class registers, tariff records, etc.) and teaches her students to lie in spite of holding the office of deputy headmaster and talking of high values as a Literature teacher.
In this academic year, she is again the form master of 2 forms (10th r/h and 10th r/n. s.) and has more academic hours than prescribed by law.
Taking advantage of her opportunities, she collects a sufficient number of students. It turns out that deputy headmaster N. Nalbandyan has turned the school into some kind of means to gain profit.
This should receive a clear legal assessment, as the law considered universal for everybody put someone in a privileged position. This means that there is some component of corruption here manifested through sponsoring such people and it is continued through a chain.
Dear Mr. Sakunts, we hereby rely on your support in identifying and preventing such violations.”
