Police officers will not be held liable for using violence against the child selling napkins in the street and insulting his mother
12:05, March 10, 2017 | News, Own news | Right to be free from torture and inhuman or degrading treatment | Police, Special Investigation ServiceSome months ago, news.am news website posted a publication that police officers apprehended by force a minor child selling napkins in the street, and after apprehension the child developed health problems because of being frightened, according to the doctors.
According to the news report, the child’s mother Manush Shahbazyan also said that at the police stations, the police officers mocked her and made offensive remarks.
Following the news website publication, Helsinki Citizens’ Assembly-Vanadzor applied to the RA Special Investigation Service to initiate criminal proceedings based on the information on the crime in the publication and hold the perpetrators liable.
Once again, instead of making a decision in line with the provisions of the Criminal Procedure Code, the Special Investigation Service re-addressed the letter to the police station to carry out an internal investigation.
There is nothing new about the RA Special Investigation Service behavior of assigning internal investigation instead of initiating criminal proceedings based on the information on a crime by police officers. HCA Vanadzor also used to refer to it before.
It should be added that the internal investigation by Yerevan city Kentron Division of the RA Police “found no disciplinary or other violations by the police officers at the police station.”
