The Court once again Concealed Illegal Activities of Law-Enforcement Bodies

Martirosyan, rejected the application of HCA-Vanadzor.
The Organization demanded that the Court abrogate decision of the RA Special Investigation Service Investigator, G.Hovakimyan not to initiate a criminal case and obligate the RA General Prosecutor’s Office to make a decision on the submitted appeal.
On August 17, 2012, at about 11:30-12:00 a.m., police officers brought N. Apinyan to the police from his work place, as a witness of a fight. Narek wanted to make a call by his phone to exercise his right to have a lawyer present at the interrogation. However, they prohibited him and demanded that he write an explanation about the incident. Being unaware of the incident N. Apinyan told that he had no information and rejected to give an explanation, after which the police officers began to curse and strike him.
Illegal activities of the police officers, psychological and physical violence, inhuman and degrading treatment lasted for 5 hours, after which, being unable to bear the pressure N. Apinyan wrote an explanation.
Pressures towards Narek Apinyan by the police officers continued also after HCA-Vanadzor filed a crime report. Narek Apinyan presented a written application about the above-mentioned to the body conducting investigation, which was also ignored by the court.
Despite everything, the court, presided over by Judge M. Martirosyan, concealing the illegal activities of the investigator once again, contributed to the infamy of judicial authorities and deepening of citizens’ distrust towards the court.
