They Explain that the Person brought to the Police Station Harmed Himself

It turns out that Arthur Vardumyan taken to Vanadzor detention facility with injuries harmed himself in the police department of Vanadzor during the questioning.
The investigation department of Lori region states that during the search in the police station Artur Vardumyan hit the desk and the wall with his head and got injuries.
On February 20, 2009 during the visit to Vanadzor detention facility, A. Vardumyan informed Artur Sakunts and Edmon Marukyan, members of the public monitoring group of detention facilities at the Ministry of Justice that he was beaten by the employees of Vanadzor police on February 9, 2009. Records have also been made in the journal of the detention facility about the injuries on Vardumyan’s body.
In connection with this fact, HCA Vanadzor sent a letter to the Prosecutor’s office of Lori region. In answer to it, the Investigation department of Lori region at RA Police found out that A. Vardumyan had not been beaten but he had harmed himself.
In fact, no signs of violence by the police against the citizen have been found and no criminal case has been started.
However, the Investigation department of Lori region at RA Police did not present HCA Vanadzor a justified decision as defined by the order of RA criminal procedure Code.
HCA Vanadzor is going to get a justified decision on rejecting bringing of a criminal case and then to appeal it in higher instances or in the court.
